Clean up spec file

Modernize spec file to better match Fedora guidelines:
 - remove unused %ver macro
 - fix Release to avoid '-' character
 - switch to newer recommendation for BuildRoot
 - add Requires(post): /sbin/ldconfig and Requires(postun): /sbin/ldconfig
 - split static libraries into new -devel-static package
 - don't use %makeinstall
