[WinOF] IPoIB is now manually installed via devman.exe instead of being tagged as an InstallShield-12 device driver (DIFXApp install). Story here is IS-12 errant Found New Hardware popup windows could be ignored on x86 while on the x86 XP, the install would hang until the popup was cancelled. By doing a manual install for both x64 & x86, the errant Found New Hardward popup is always 'cancelled'.
