librdmacm: disable AF_IB support

To avoid potential compatability issues, disable AF_IB support
until it has been queued for inclusion upstream.  We will re-enable
AF_IB support after releasing version 1.0.12 for OFED 1.5.2, which
will include support for IB ACM.
